In Los Angeles, begin a car wash sale by separating City of Los Angeles requirements from other county jurisdictions. Establish employer-registration applicability, the actual wastewater permit and occupancy rights, then reconcile service revenue with the labor, water and maintenance needed to produce it.

A Los Angeles description does not identify the sewer authority
LA Sanitation explains industrial wastewater permitting for the City of Los Angeles. The Los Angeles County Sanitation Districts administer a separate industrial wastewater program for their service areas. Identify the municipality, receiving system and permit holder for the parcel before selecting the relevant process.
The City's guidance specifically distinguishes an industrial wastewater permit from building, plumbing and sewer-connection approvals. Assemble the actual documents rather than relying on a certificate or permit with a similar-sounding title. Ask the authority what the proposed ownership or operational change requires.

Put the wastewater handover on the closing schedule
The County Sanitation Districts’ Industrial Wastewater Discharge Permit Program expressly states that permits cannot be transferred between owners and that a new owner must apply for a new permit. This is guidance for that program; do not apply it as the procedure for every Los Angeles County address. Establish the receiving system first, then ask the authority how the proposed entity change and any equipment changes will be handled.

| Serving program | Starting record | Resolve before relying on the handover plan |
|---|---|---|
| City of Los Angeles / LASAN | Current City industrial wastewater permit or documented applicability determination | The City’s process for the proposed change; building, plumbing and sewer-connection approvals are separate |
| County Sanitation Districts program | Existing Districts permit, connection and approved operating information | The new-owner application and any local-agency coordination required by that program |
| Another provider or uncertain service | Utility account, sewer destination and parcel jurisdiction | The correct receiving authority before using either process above |
Assign responsibility for the application, supporting plans, response to questions and receipt of the effective documents. Ask what must be in place for the buyer to discharge wastewater when it starts operating. A submitted application, a paid bill and an issued permit are different milestones. Avoid promising a fixed closing date based only on the seller’s existing paperwork.

Match registration status to what employees do
California DIR lists car wash registration requirements and exceptions, including certain automated or self-service arrangements. Review actual employee duties and services. The word automated does not, on its own, settle an exception when employees perform additional washing or polishing work.
For a covered operation, resolve the entity and registration sequence with counsel and DIR before setting a handover date. The state rules address entity changes and transfers of registration. Keep current records and any unresolved matters available for controlled review.
Prepare service-level revenue, staffing schedules, time records and owner duties. A buyer needs to understand the cost of continuing the current service, including work the owner performs personally. Any plan to change staffing should be presented as the buyer's proposed model with its own support.

Read the equipment file together with the water approvals
Determine the permit and construction dates and any later conversion or expansion. California Water Code Section 10951 has a defined scope for certain in-bay and conveyor washes permitted and constructed after January 1, 2014. Review the actual facility history rather than assuming that a change of ownership alone answers applicability.
Show the reclaim design, installed condition, maintenance history, water bills and wastewater approvals together. Identify shared metering, irrigation or another use before calculating freshwater per wash. If a system upgrade is proposed, show the installed quote, approval questions and expected interruption separately from current performance.

Protect the operating footprint and customer access
For leased premises, have counsel review permitted use, assignment, options, landlord consent and any redevelopment provisions. Determine which parking, queue and access areas are actually included. Physical use of neighboring space should be supported by enforceable rights reviewed for the transaction.
Use Caltrans records for relevant state highways and obtain local information for city streets. A freeway count does not demonstrate demand at a wash reached from a different street. Document the turn into the property, queue storage and exit route during the business's busiest hours.

Make the sale story specific to this operation
An owner-operated detail and hand-wash business can depend on personal service relationships; a conveyor may depend more on throughput and paid subscription retention. Explain the actual model. Avoid assigning the same operating assumptions to every Los Angeles wash merely because the property sits in a large market.
- Confirm the wastewater authority and current industrial permit.
- Resolve registration applicability and ownership-transition steps.
- Reconcile revenue to labor, memberships, utilities and owner duties.
- Document the full lease or property package, access rights and deferred equipment work.
The result should be a focused buyer file with clear evidence and defined unresolved questions. Local property value, an asking price for another wash or a statewide establishment count does not substitute for that work.
Owner questions
Does an LA building permit replace the industrial wastewater permit?
LA Sanitation states that building, plumbing and sewer-connection permits do not fulfill or replace the City's required industrial wastewater permit. Confirm the applicable authority and permits for the actual property.
Does every Los Angeles County wash use LA Sanitation?
No. The City and other county service areas can have different authorities. Identify the receiving system and municipality from the site's records.
