Your starting point

A Little Rock seller should confirm the sewer account and pretreatment file, explain water and wastewater charges, and verify the property's current planning authority. These details help a buyer distinguish operating performance from billing assumptions or an outdated permit record. Begin with the actual parcel and service provider rather than the metropolitan label.

Start with LRWRA's facility-specific assessment

Little Rock Water Reclamation Authority says non-domestic dischargers are subject to its pretreatment program and may need a discharge permit. Its assessment considers the facility's processes, pollutants and discharge quantity. The initial industrial user survey can lead to follow-up questions, a site visit or review of safety data sheets. Confirm LRWRA is the receiving utility for your property.

For sale preparation, gather the survey, current determination or permit, chemical information, inspection correspondence and any monitoring reports. Ask which notices, amendments or transfer steps the proposed transaction requires. Where a buyer plans different chemicals, more throughput or equipment changes, disclose that separately from continuation of the current operation.

Do not substitute an Arkansas surface-discharge permit for this sewer inquiry. The two routes involve different questions. Build the file around the actual drainage and utility connection, then record the responsible authority's answer. If a historic form references an older ordinance, verify current requirements through the utility instead of repeating that reference as current law.

Separate metered water, sewer charges and possible exclusions

LRWRA's published rate explanation ties commercial and industrial wastewater charges to metered water and describes a diversion-meter request for certain water that does not return to the collection system. Installation, maintenance and inspection conditions apply. That process is not an automatic credit for owning reclaim equipment, and the water-use worksheet cannot approve a billing adjustment.

Reconcile the utility expense before presenting a margin claim
QuestionRecord to prepareWhat to resolve
What quantity was billed?Water readings, dates, units and the wastewater billAre the consumption and financial periods aligned?
Why did the charge change?Applicable rate, fixed charges and account detailsDid pricing change, or did the site consume more water?
Is a deduction already approved?Utility authorization, meter records and inspection historyWhat applies to this account and a successor owner?
Are special charges present?Pretreatment correspondence and itemized invoicesWhich costs recur, and which require corrective work?

LRWRA separately describes permit fees and surcharges for extra-strength wastewater. Review the actual account rather than assuming a standard sewer bill captures the full operating obligation. Present a buyer with the recurring cost and its support; do not remove a charge from earnings simply because the seller hopes to challenge it.

LRWRA describes a service-availability charge tied to meter size as well as volume-based charges. Lower consumption therefore does not imply that every part of the bill falls by the same percentage. Match the rate effective date and inside/outside-city category to the account before comparing periods. Keep any proposed savings separate from the current recurring expense until the bills and applicable account terms support it.

Check current jurisdiction before relying on an old planning file

Little Rock's Planning and Development page states that the City ceased exercising planning or regulatory authority outside city limits on August 5, 2025. It also posts notice of zoning updates not yet fully reflected in the online code. Those notices make it especially useful to confirm the parcel's current authority and applicable documents rather than treating an old metropolitan-area approval as a complete answer.

Ask for the existing use, approved layout and relevant conditions to be identified in writing. If the sale story includes additional vacuums, a different queue arrangement or conversion to another wash format, separate the buyer's proposed project from the operating site's approved configuration. Pair frontage-road traffic evidence with access rights, allowed turns and the physical room for waiting vehicles.

Show the buyer how the water calculation was assembled

Illustrative example, not a Little Rock operating benchmark: matched records show 300 thousand gallons of freshwater, 20 thousand gallons of supported non-wash use and 10,000 actual cycles. The result is 28 freshwater gallons per cycle. Keep the evidence for the excluded quantity and include member and repeat cycles consistently. Without that support, the apparently precise figure can be misleading.

Use the same approach across several periods, flagging estimated bills, equipment work and cold-weather closures. NWS climate records can help locate relevant weather dates, but only the business's own logs establish lost operating time. Let a buyer see the connection between records, calculation and explanation. The result does not establish an efficient wash, a recycling percentage or the volume legally discharged to the sewer.

Owner questions

Will reclaim equipment automatically reduce my LRWRA sewer bill?

Do not assume that. Confirm the applicable account terms and any diversion-meter approval with LRWRA. Lower freshwater consumption and an authorized sewer billing exclusion are different matters.

Is a Little Rock address enough to confirm city planning jurisdiction?

No. Verify city limits and the parcel's responsible authority, particularly for a property previously described as within the City's extraterritorial area. Use current written guidance.

Can I calculate water use from membership accounts?

Use actual wash cycles, including member, retail and repeat visits, for the same interval as the water quantity. The number of subscriptions or receipts is not an equivalent denominator.
