Your starting point

An Arkansas car wash seller should distinguish surface discharge from sanitary sewer service before assembling environmental records. Pair that file with station-specific weather history, actual closure records and road-access evidence. The same statewide permit or seasonal assumption will not describe every wash in Little Rock, northwest Arkansas and other local markets.

Use the Arkansas car-wash permit for the right discharge route

Arkansas DEQ lists general permit ARG750000 for car and truck washes with surface discharge; the listed permit cycle runs through November 30, 2029. The surface-discharge qualification matters. A wash sending wastewater to a municipal sanitary sewer must investigate that receiving utility's requirements instead of assuming the named state permit answers every wastewater question.

Prepare a simple flow drawing and locate the current permit or utility determination for the site. Include the operating entity, discharge point, sampling records, agency correspondence and equipment arrangement. Have the responsible authority identify the applicable ownership-change process early enough to put it into the transaction schedule. A permit expiration date alone does not establish valid coverage for a particular operator.

For an unfamiliar drain, buried line or former treatment arrangement, assign the question to someone who can investigate it. Label uncertainty openly in the private diligence file. A buyer should be able to distinguish verified discharge routing from a seller's recollection of how the site was built.

For a facility authorized under ARG750000, Part 7.2 requires the permit-transfer form at least 30 days before an ownership transfer to the new permittee. It also addresses name changes and requires a new-owner disclosure statement unless the stated statutory exemption applies. Confirm the applicable form, exemption and transaction facts with DEQ; the 30-day provision is a filing lead time, not a promise of approval or a rule for every sewer-connected wash.

Explain winter disruption with the correct station and wash records

The National Weather Service Little Rock climate resources include monthly reports for several Arkansas locations and a historical winter-storm database. Choose records relevant to the site rather than using a statewide weather anecdote. The agency also distinguishes Little Rock and North Little Rock station records; a familiar city name does not make two observation histories interchangeable.

For each cold-weather interruption, record the operating date, closure hours, freeze-protection work, repair expense and reopening conditions. Separate a planned safety closure from damaged equipment. Include member visits and retail washes in the same operating view, because flat subscription billings can coexist with sharply changing water use and physical throughput.

Keep an ARDOT count separate from your customer count

ARDOT directs users to traffic-count information and annual average daily traffic resources. Its request guidance asks for the route and approximate location. Preserve those identifiers, the year and the counted segment with any number used in a sale summary. A count near an interchange should not be silently transferred to the wash's entrance.

Document whether customers can enter from each travel direction, whether a median requires a detour and how a queue fits on the property. Record changes in access or construction alongside actual wash activity. If a corridor is expected to improve, describe the approved project and its uncertainty separately from today's earnings. Future traffic does not become existing wash revenue because it appears on a planning map.

Turn a water-cost question into a reproducible calculation

Illustrative example: an Arkansas owner reports a lower water bill after reclaim repairs. Before attributing the change to improved equipment, compare consumption for equal periods and count all actual wash cycles. A lower bill during a shorter billing interval or fewer visits is not the same as lower freshwater use per wash. Also check for estimated readings and documented uses outside washing.

The water-use worksheet converts common bill units and keeps the calculation with its inputs. Use the output as one item in a broader evidence package, alongside service records and the permit file. It does not measure discharge or authorize a sewer deduction. For a Little Rock property, the city guide explains the receiving utility's pretreatment and billing questions in more detail.

Owner questions

Does every Arkansas car wash need ARG750000?

Do not infer that from the permit's name. DEQ identifies it for car/truck washes with surface discharge. Confirm the actual wastewater route and applicable requirements with DEQ or the receiving sewer utility.

Should winter closure days be added back to earnings?

Document what happened first. Separate actual exceptional costs from recurring seasonal operation and hypothetical lost sales. Any proposed adjustment needs evidence and accounting review.

Can the state guide establish my wash's local market value?

No. It organizes diligence. Value also depends on supported earnings, asset scope, occupancy, equipment, buyer fit and the particular access and operating conditions of the property.
