Your starting point

A Colorado seller should identify the water provider and its rules before describing the wash as drought-ready or water-efficient. Then connect local elevation, weather and interruption records to costs and earnings. Denver Water’s requirements are a useful local example, not a statewide rule for every Colorado wash.

Explain the operating region instead of using a statewide average

Colorado accounts for 390 employer establishments in the stored 2023 car wash industry extract, seventeenth among states and DC. That count includes washing and detailing businesses with employees and does not measure individual-site demand or current buyer pricing.

NOAA’s 2022 state summary describes substantial variation across the plains, mountains and western terrain, including changes over short distances and elevations. Use the relevant local operating history. A mountain-route business and a Front Range membership tunnel should not inherit the same customer and seasonal assumptions.

Keep the actual water provider beside each requirement

Denver Water’s operating rules include a certification provision for commercial car washes. Its dated 2026 drought resolution separately addresses fleet washing, commercial washes and other activities. These are provider-specific sources; neither should be presented as permission for a wash served by a different Colorado utility.

Locate the actual account, current applicable rules, certification or determination and any unresolved findings. Ask how the contemplated owner or equipment change affects the file. Water conservation, supply permission and wastewater discharge remain separate questions, even when the same business needs to address all three.

Separate damage, protection and recurring maintenance

The NOAA summary identifies hail and flash-flood hazards in parts of Colorado as well as strong regional differences. For the property being sold, collect the actual loss, repair and closure record. Do not assign a regional event to the site without evidence.

Inventory repaired roofs or canopies, damaged controls and equipment, freeze-protection work and open claims. Distinguish a completed repair from an unresolved replacement and a recurring protection cost. Provide the records needed to understand remaining service life without promising that a prior repair eliminates future exposure.

Illustrative review: a claim paid for canopy work, but a separate equipment component still causes intermittent closure. Mark the claim and the remaining operating issue separately. Closing the insurance file does not prove that every reliability issue has been resolved.

Measure what a busy weather-driven period contributes

Compare retail washes, member usage and collections with staffing, heat, water, chemicals and maintenance for the same periods. Retain days with restricted hours. A burst of visits after poor weather may have a different margin from ordinary membership use.

If the seller uses a mountain-travel or seasonal-visitor story, show actual customer evidence and service mix. Keep those observations separate from population or tourism reports. The goal is to explain which earnings the buyer can follow through the records and which assumptions remain uncertain.

Do not mix projected traffic with measured traffic

CDOT’s Traffic Data Explorer has separate views for AADT, future traffic and station details. Preserve that distinction when preparing a seller presentation. Record the source year and road segment, and identify any forecast as a forecast.

Then show lawful turns, frontage access, queue space and rights over shared circulation. A high projected count does not establish that a future driver can enter the site. If an offer depends on new access, identify the approval status and the consequence if the proposal does not proceed.

Prepare a specific continuity and transfer file

  • Identify water and sewer authorities and preserve each requirement’s service scope.
  • Confirm certification, current restrictions and any change-of-owner questions.
  • Separate repaired damage from unresolved equipment reliability.
  • Keep measured earnings and traffic separate from growth scenarios.

Use this file to decide whether a missing record, defined repair or operating change needs attention before marketing. The priority is the uncertainty that affects a buyer’s intended operation, not an arbitrary list of upgrades.

Owner questions

Do Denver Water’s car wash rules apply statewide?

No. Confirm the actual provider and the rules governing that facility. The Denver Water examples are explicitly limited to their service and program scope.

Can projected traffic be used as current customer demand?

No. CDOT distinguishes current observations and future traffic. State the forecast assumptions and verify the actual access route.

Does an insurance payment prove the wash is fully restored?

No. Reconcile the repair scope, completion and remaining operating issues separately from the claim payment.
