Your starting point

For a San Antonio sale, verify the actual utility and the facility’s current certification and renewal records before promising drought operating flexibility or a sewer-bill benefit. Show the buyer which operating costs are proven, which program conditions remain to be met and how water interruptions or restrictions are handled.

Make WaterSaver status part of the handover

SAWS’s WaterSaver Car Wash Program requires an initial inspection and annual reapplication, with ongoing program conditions and possible inspections. Assemble the current application, inspection result, listing and any corrective-action correspondence. A sign left on the building does not show that the current file is complete.

The program describes a sewer-bill discount for eligible participants that comply with its guidelines. Verify the benefit against actual bills and confirm how a change in ownership or operation affects participation. Keep program conditions, including applicable charity-event commitments, in the handover calendar. Do not assume a benefit continues merely because the equipment is unchanged.

Read the rule for the activity and stage

The SAWS Stage 3 page says certified commercial car wash facilities can be used any day under that stage’s rules. That does not establish which stage is active today or settle every activity on the site. Vehicle washing, landscape irrigation, pavement cleaning and other uses can have different conditions.

Retain the dated rule or notice applicable to the actual service area, together with the facility’s certification evidence. Assign someone to check changes during the sale process. If the wash receives water from another provider, resolve that provider’s rules instead of borrowing SAWS language because the business is near San Antonio.

Example: make a program benefit visible in the cost base

Assume, purely for illustration, the utility confirms that a $1,000 monthly sewer charge is eligible for a 10% program discount and the bill shows a $100 credit. The net charge is $900. A buyer cannot assume the same credit without confirming eligibility, the rate schedule and how participation continues.

QuestionRecordEffect on the sale analysis
Was the credit actually received?Bills showing the charge and separate creditReconcile historical cost rather than estimating savings.
Does the buyer remain eligible?Program response for the proposed changeKeep uncertain future savings outside the base case.
What does participation require?Inspection findings, renewals and program commitmentsInclude the cost and responsibility of maintaining eligibility.

This example is not a quote for a San Antonio sewer bill. Water supply, sewer charges and credits may have different bases. Annualizing a credit from one month without checking the remaining bills can misstate the recurring expense.

Test whether water performance survives the seller’s departure

Inventory reclaim components, controls, nozzles, reject-water handling and the people who service them. Record faults, bypass periods and repair completion. A ratio measured only during the best operating week can hide the cost of unreliable equipment.

For a purchase with planned expansion, separate existing measured use from the proposed design. The buyer should know which current approvals and program findings describe the existing wash and what needs a fresh determination. A contractor’s equipment estimate does not settle wastewater discharge permission or the buyer’s program status.

Connect corridor access with actual customer behavior

Use TxDOT’s relevant station and count period, then describe the legal approach to the pay station. Distinguish frontage-road movements from freeway volumes. Record turning restrictions, return routes and any shared circulation agreement, particularly when the property offered for sale excludes an area customers currently use.

Alongside access evidence, show collected memberships, visits and cancellations. If a new competitor is cited as a risk or opportunity, verify whether it is proposed, under construction or operating. Neither a busy road nor a competitor announcement produces a defensible automatic multiple adjustment.

Resolve the assumptions that could change an offer

  • Identify the supplier and receiving wastewater authority for the actual parcel.
  • Confirm current certification, renewal tasks and outstanding findings.
  • Reconcile any sewer credits with bills and continuing participation requirements.
  • Prepare a dated restriction check and equipment handover plan.

A seller who can show these records helps a buyer distinguish manageable administration from an operating uncertainty. Use a specific open-item schedule in negotiations: responsible person, missing evidence, next action and the consequence if it remains unresolved.

Owner questions

Does WaterSaver participation guarantee unrestricted operation?

No. Check the current stage, activity, provider and program status. A stage-specific permission should not be described as an unconditional operating guarantee.

Can the buyer keep the seller’s sewer discount?

Confirm participation and account treatment with SAWS for the proposed transaction. Historical credits do not independently establish the buyer’s eligibility.

Is San Antonio certification the same as Austin’s annual evaluation?

They are different utility programs. Use the requirements and records of the authority serving the particular wash.
