A Virginia owner should identify the actual wastewater route before assembling the sale file. Surface-water discharge coverage, a municipal sewer arrangement and a recycling system are different things. Connect the applicable approvals and transfer questions to the site’s earnings, weather history and access rights.

Describe the business before the statewide opportunity
The stored 2023 Census extract records 481 Virginia employer establishments in NAICS 811192, twelfth among states and DC. This is a historical concentration measure for washing and detailing businesses with employees. It is not vehicle throughput, a current inventory of tunnels or evidence of a local sale multiple.
Define the owner’s role, wash format, service mix, property interest and customer corridor. A coastal full-service operation, a suburban tunnel and an inland self-service site need different operating explanations. Use those facts to choose relevant comparisons rather than assuming all Virginia opportunities share the same buyer or economics.

Match the approval to the destination of the water
Virginia’s vehicle-wash general-permit regulation sets conditions for authorization to discharge to surface waters, including an accepted registration statement and other requirements. The existence of that general permit does not establish coverage for an individual wash, and it is not a substitute for the receiving utility’s conditions on sanitary-sewer discharge.

| Actual route | File to locate | Question before a sale |
|---|---|---|
| Surface water | Facility coverage, registration, permit conditions and monitoring | Does the authorization describe the current operation and proposed ownership? |
| Sanitary sewer | Utility determination, discharge records and inspection history | Which local notices or approvals apply? |
| Recycling or another arrangement | System plan and approved disposal routes for residuals | Where do overflow, reject water and sludge actually go? |
Have the site plan and operations checked together. A treatment unit in a photograph does not explain every discharge pathway. Keep the current operator name and the activity description beside the records so that differences can be resolved early.

Coordinate the permit file with the transaction structure
DEQ’s VAG75 fact sheet distinguishes termination from a change-of-ownership agreement in its discussion of a new owner assuming responsibility. That distinction matters when preparing the closing checklist: do not treat cancellation of the seller’s coverage as the entire transfer plan.
Describe the proposed asset or entity transaction, responsible operator and intended operational changes to the relevant authority. Obtain instructions for the actual authorization and transaction. An agreed closing date should leave room for the required process; this guide does not assume a universal processing period or that a particular permit will transfer automatically.

Use the region’s conditions without borrowing another site’s results
NOAA’s 2022 Virginia summary describes substantial differences between the mountains and the Atlantic coastal region. Use that historical context to select the appropriate local weather record, then connect it to actual closures, repairs and costs at the wash.
Illustrative comparison: one operation incurs recurring freeze-protection labor, while another incurs documented storm-related access interruptions. Combining both into a single “Virginia weather adjustment” would conceal different risks. Show the recurring costs in ordinary earnings and keep event-specific repairs, reimbursements and hypothetical lost sales separately explained.
Review complete operating cycles where records allow. Paid memberships, visits, retail receipts and downtime should use compatible dates so the buyer can see whether a disruption affected use, collections or both.

Check the driveway after locating the road count
VDOT provides traffic-count resources, but a count does not prove a right to enter or a convenient customer route. Preserve the station, date and road segment, then document legal turns, shared driveways and the approved queue or circulation area.
If a sale price assumes an improved entrance or a new development nearby, identify the approval and timing behind that assumption. Keep proposed improvements separate from the present operating business. The seller should know whether access comes with the property or depends on a lease, easement or third-party approval.

Prepare the local decisions for a buyer conversation
- Identify the actual water route and the facility-specific approval file.
- Confirm the ownership-change process with the responsible authority.
- Reconcile regional interruptions with site records and recurring operating costs.
- Verify the entrance, property scope and any expansion assumptions.
A useful first discussion ends with a short list of evidence to obtain and the effect of each missing item on the sale. It should not end with a statewide multiple unsupported by comparable transactions and clear earnings definitions.
Check Richmond’s credit and maintenance obligations
The Richmond guide uses the city’s nonresidential stormwater-credit materials to explain new-owner applications, annual documentation and maintenance costs. It keeps City of Richmond requirements separate from neighboring jurisdictions.
Owner questions
Does the Virginia vehicle-wash general permit cover every car wash?
No. Its authorization conditions and discharge scope matter. Confirm facility coverage and distinguish surface discharge from a local sewer arrangement.
Should the seller simply terminate the permit at closing?
Coordinate the actual transfer or termination process with DEQ or the relevant authority and transaction advisers. The VAG75 guidance distinguishes ownership change from termination.
Can one weather adjustment be used across a Virginia portfolio?
Explain each site’s conditions and records first. Recurring winter costs, storm repairs and access interruptions may require different treatment.
