Start with the premises and responsible authorities

This guide covers the District of Columbia. The Washington metropolitan area extends into Maryland, Virginia and West Virginia, where a wash may use different utilities, licensing authorities and road agencies. Identify the parcel and operator before transferring any regional market claim into a local sale file.

Build a short authority list for the actual business: water and wastewater, discharge oversight, business licensing, property use and public-space access. Match each existing record to the named entity and address. The authority relevant to a customer’s home or a fleet’s office may not govern the wash itself.

For a multi-location business, prepare a separate schedule for each operation. Combine earnings only after reconciling shared staff, membership arrangements, utilities and intercompany charges. One well-documented location does not establish that another has the same permissions or cost structure.

Distinguish the measurement pause from changes in rates

DC Water’s Clean Rivers Impervious Area Charge, or CRIAC, uses impervious area expressed in Equivalent Residential Units. The commercial property basis needs its own record; residential examples should not be applied to a wash. Separate CRIAC from volumetric water and sewer costs when reconciling the bill.

The current FAQ says DC Water paused the rollout of new ERU measurements in January 2026, with measurement changes not beginning before Fiscal Year 2029, starting October 1, 2028. It also says annual rate adjustments continue. A pause in measurement changes is not a promise that the total utility bill stays flat.

Illustrative diligence question: billed ERUs remain unchanged while the CRIAC dollar amount rises. Check the rate and period before calling it a measurement error or assuming wash consumption increased. No actual charge or saving is established by this example. Establish the actual discharge classification

DC Water directs covered process-wastewater activities to begin with a short questionnaire. Its Pretreatment Program Manager reviews the information and determines whether a fuller permit application is needed. The published categories distinguish significant and non-significant users; the car wash label alone does not establish the answer.

Obtain the submitted questionnaire, current permit or determination, monitoring records and unresolved correspondence. Describe the proposed operator and any changes to services, equipment or chemicals. Ask what is required for the transaction instead of treating new-permit or renewal processing estimates as a universal sale deadline.

Keep process water, runoff and disposal records distinct. Show who services the installed equipment and what the continuing inspection or monitoring obligations cost. A purchase agreement or utility-account change does not substitute for the authority’s decision about discharge.

Check public-space use separately from the premises

DDOT requires the applicable permission for public-space occupation, construction or installations. Map the property line, entrance, queue, signs and pickup area against the actual approved records. A residential driveway handout or an informal habit of using frontage is not evidence of commercial operating permission.

For the business license file, DLCP distinguishes a billing-address update from a change to the premises where the business operates. Its maintenance guidance should not be treated as a complete acquisition transfer procedure. Match the actual license to the proposed structure and confirm the correct application or update with the agency and counsel.

If a buyer intends to add an entrance, relocate an activity or change the use of a work area, make those plans explicit. Check the landlord’s rights and consents as well as agency requirements. Preserve ordinary operation as its own case while the proposed change is being evaluated.

Show which regional customers actually reach the wash

A regional population or commuter total is not a customer count. Reconcile paying memberships, retail transactions and fleet collections with the actual approach, legal turns, service hours and vehicle fit. For a concentrated fleet relationship, explain contract terms, payment timing and who maintains the relationship after the sale.

Record interruptions and recovery periods alongside costs rather than using an unusually strong week as the annual baseline. Preserve confidential customer information while preparing an aggregated explanation of demand. Where a claim depends on a particular route or operating arrangement, identify the evidence and its date.

  • Reconcile the bill by usage, rate and property charge.
  • Confirm the license, discharge and public-space questions for the actual premises.
  • Document what the buyer can continue on day one and what still needs approval.
  • Bring summarized earnings and the most material unresolved questions to the first sale discussion.

Owner questions

Does the DC Water measurement pause freeze my car wash bill?

No. The FAQ distinguishes the pause in new ERU measurement changes from annual rate adjustments, which continue. Metered usage and other bill components also need separate review.

Do Washington, DC requirements apply to a Maryland or Virginia wash?

Not automatically. Identify the facility’s actual municipality, utility and authorities. A metropolitan trade area is not a single licensing or wastewater jurisdiction.

Does changing the utility billing account complete the operating handover?

No. Confirm the facility’s discharge classification, license process, property rights and any public-space permissions separately for the proposed transaction.
