Your starting point

Start a Maryland car wash sale by identifying where washwater goes and which authorization covers it. Groundwater operations under 21-VW have a specific transfer process; a sewer-connected wash needs its receiving utility’s requirements. Then show the site’s weather interruptions, customer mix and actual entrance access.

Resolve the discharge transfer before fixing the closing timetable

Maryland’s 21-VW permit covers eligible exterior vehicle washwater discharges to groundwater. Its stated term runs from October 1, 2022 through September 30, 2027. Part III.D requires written notice and an agreement allocating responsibility and specifying the proposed transfer date; it includes a 30-day agency-notification condition. Coverage is not automatically portable to a new location.

Give the broker and transaction attorney the actual registration, discharge plan, reporting file and agency correspondence. Ask MDE to confirm how the contemplated transaction fits the transfer provision. A seller operating under a different authorization should follow that file’s requirements. The existence of a statewide general permit does not prove that a particular wash holds coverage.

Distinguish western freeze exposure from coastal and urban drainage

NOAA’s 2022 Maryland summary describes colder highland conditions in the west, coastal moderation in the east, and flash-flood exposure in both mountainous and densely developed areas. These are regional differences to investigate; they do not establish a loss history for your parcel.

For a western site, align freeze closures, heating bills, door repairs and restart work with washes sold. For a coastal or urban property, document whether interruptions came from building water entry, road access, power or drainage. A dry building can still lose trade when customers cannot reach its entrance.

Illustrative seller review: the tunnel reopened after a power interruption, but a damaged payment lane remained closed for several days. Show full and partial operating hours separately. Treat estimated missed sales as a scenario, not recorded earnings or an automatic add-back.

Use weekday traffic only where it answers the customer question

MDOT SHA provides historical annual-average traffic and annual-average weekday traffic resources. Preserve the distinction, the count year and the station location. A weekday-heavy sales pattern may call for weekday evidence; the nearest available count is not necessarily the approach road.

Trace both the arrival and departure journey. A wash near a commuter corridor may be easy to pass and awkward to enter from the homebound direction. Add lawful turns, median restrictions, queue photographs and shared-driveway rights to the count. Check whether members return outside commuting hours before describing the business as dependent on office traffic.

Separate the property package from the operating business

If real estate is included, identify the land and improvements, ownership entity, debt releases and any easements needed for treatment or access. If the wash is leased, show who maintains drains, underground structures and storm repairs. A lease that assigns maintenance to the tenant does not by itself establish that repairs have been completed.

Maryland records 288 car wash employer establishments in the stored 2023 Census extract, tied for twenty-first among states and DC. That historical washing/detailing measure explains why the state warrants research; it does not establish current wash volume, demand for your site or a Maryland price premium.

  • Prepare the applicable discharge and proposed-transfer file.
  • Build a local interruption record with partial closures identified.
  • Match traffic evidence to the actual customer approach.
  • Document who owns and maintains the property systems needed to operate.

Owner questions

Does a Maryland car wash permit automatically transfer to the buyer?

Do not assume it does. For groundwater operations covered by 21-VW, follow the permit’s conditional transfer provision and confirm the transaction with MDE. Municipal sewer customers and other permit holders need the instructions applicable to their own file.

Does the Maryland establishment count determine my wash’s value?

No. The 2023 employer-establishment count is historical industry context. A sale analysis still needs your earnings, format, property rights, equipment condition, memberships and comparable transactions.
