Confirm the municipality before collecting approvals
A West Palm Beach mailing address is not enough to assign the permitting authority. The city’s Business Tax guidance directs owners to the county property appraiser’s municipality field or the city district map. Record the parcel number and jurisdiction first; this guide does not apply city requirements automatically to every Palm Beach County wash.
For a business within city jurisdiction, reconcile its city Business Tax Receipt, any applicable Certificate of Use and county business-tax records. The city explains that a city BTR holder also needs the county receipt and describes the city zoning sign-off after the city receipt is issued. Ask how the proposed owner, entity and operating changes affect that sequence.
Keep the current receipts, classification, expiration dates, inspection results and written instructions together. Existing payment history establishes what was paid; it does not resolve every step needed by the buyer.

West Palm Beach lists water usage and service, wastewater usage and service, stormwater management, sanitation and applicable utility tax among its billed services. Reconcile those categories to the actual wash account. Do not describe every dollar on the bill as a variable cost that falls when reclaim use increases.
Make a monthly schedule with service dates, meter units, usage, fixed charges and unusual adjustments. Match it to the operating period and note leaks, repairs or interruptions. If water and wastewater providers differ, record both and obtain their own ownership-change instructions.

An invoice saying “backflow service” is weaker than a record that identifies the assembly and result. Separate completed service from an unresolved corrective action. Do not infer current acceptance from the fact that a device appears on an approved-products list.

The city’s Forerunner address lookup provides parcel information, flood data, base and design flood elevations, and links to FEMA maps. Save a dated address-specific result with the relevant map and any available elevation documentation. A screenshot without an address or date is hard for a buyer to reconcile.
Keep flood exposure, observed damage, insurance coverage and operating interruption as separate questions. The city cautions that flooding can occur outside the Special Flood Hazard Area. That does not establish that a particular wash has flooded or determine the buyer’s premium.
Build an event log from your records: date, affected area, cause as documented, repair status, closure or restricted hours and related claim receipts. Compare that log with car counts, membership billing and cash receipts. Avoid assuming that every rainy-day decline is storm damage, or that an insurance payment measures recurring wash earnings.

Development Services holds the city’s planning, zoning, permitting, business-tax, survey and plan records. Use its records route to reconstruct the site file when the owner’s folder is incomplete. Then describe what the buyer proposes to change: a longer tunnel, more stacking, different exits, new canopies or grading.
